As long as she is large enough, healthy enough and has her permanent teeth she can be done. Not sure why your vet wants you to wait, but if you trust him, follow his advice. The reason to wait for the teeth is so that the retained baby teeth can be extracted and any cleaning can be done whilst she is under anesthesia..
Just be sure the vet does a blood panel before the surgery and uses one of the 2 newer gases..
