DHPP needs to be given 3-4 weeks apart until the pup is 16-18 weeks old.
It should be started no earlier than 8-10 weeks.

So it would depend on what the date was in Dec. and then what the date was in Feb. If DHPP was at the very end of Dec. when she was 14 weeks old and then at the very beginning of Feb. when she was 18 weeks, you would be okay. If they weren't given 3-4 weeks apart, she is not fully protected. If you aren't sure but she has already had at least 1 DHPP after 16 weeks, then another at 20 would be okay. Now she is 7 months, right? It is just hard to answer without the dates. If the tech gave her a DHPP in Feb. and your vet repeated it 3-4 weeks later, she should be okay.

It is just fine for techs to give vaccines under the supervision of a vet.
Without veterinary permission, it would be against the law I think.
Some vets do not accept breder-given vaccines because they have no way of knowing if it was done right, if the vaccines were stores properly, etc.
