I used Petco the first few times Oscar was groomed as a puppy and I was very unhappy. We like to keep him a little shaggy and both times they cut his hair way too short even after we explained what we wanted. We ultimately went with a groomer that our neighbor and several friends recommended and have never had a problem. Do you have friends with small dogs that can give you a recommendation? That's the best way to know if they'll be good with your dog.
