Well, bets are that if something happens they are not going to be able to afford a Vet bill or don't want to pay a big Vet bill or want to surrender it because it ends up costing way more to own and care properly for one than what they paid buying one cheap.
I sold a pup about 7 years ago didn't ask a lot of money but felt very confident with the buyers and their dog ownership history. Two weeks after they got him he jumped off the side of a chair broke a front leg. My instincts were right, they had him properly vetted and leg fixed to the tune of $2000.
I wasnt looking for a "cheap" yorkie or any puppy for that matter. My DH knew I was in bad emotional shape and found the little guy and wanted to get him for me so not knowing anything about them or other yorkie breeders for that matter we went to look at him. Like I said we had always had Poms in the past but I had mentioned after our last one passed that I might like a yorkie later. Anyway, we have him now and love him dearly and he gets the very best of care including vet care. We are on a fixed income as retiree's but he gets medical attention before we do lol. To us he is not just an animal he is like one of our children. If it does happen to come up that he needs expensive care I would even put it on a credit card if need be. All that being said I do not understand why this person who even said her puppy died of parvo that she got from these people wants to defend them.
