I feel the man does care for his dog. The fact that he kept it from day one and it is now nine years old and he takes him to Petsmart says a lot. He may be uneducated as what to do for the dog, but he is doing something right. If he didn't take that pup back the first day he got him, it must have been love at first sight. My neighbor's Chi's tongue hangs out all the time. They are just so used to it that I think they are surprised when people notice it. His mouth is just too small for his tongue. That Yorkie's tongue probably does hang out from some brain damage from the seizures. Poor liitle guy.
