Don't worry, there's hope! I got Thor when he was 2 years old, and not potty trained.
You must abolutely restrict his movement, either by putting him into a confined area or by keeping him on a leash with you at all times. You don't have to do this forever, just until he learns to use the pads. Once he starts using the pads, gradually increase his area until he has full run of your place again.
Praise, treats, and a regular schedule will help tremendously too.
