Why wouldn't you count animals that peta reunited with their owners? Though peta is not a shelter, any shelter would count ALL dogs in their statistics.

I'm also confused by the first two links you posted. The first was addressed before you even posted it by Kimberly's original link and then by Ann's link. Unless you wanted to debate the merits of kill vs. no kill shelters, which doesn't seem relevant to this particular thread, I don't get it. The second is an op-ed (opinion) piece based on the CCF's twisted campaign.
