This is a very unfortunate situation and I may be the lone dissnter here. I understand you being upset but if I were in her shoes, and I would be fired if I stopped I would not have stopped. I would have called animal control to let them know there was a lost dog and where I saw it but I wouldn't lose my job and livelyhood for a dog that was lost. May sound mean but my bills and family come first.
