Well...I am sorry, but after reading what you wrote, I'd say NO WAY to her taking Bella ~ it's crazy to even consider it.....nope she lost any Bella privileges in my book...not mature enough yet ~ seriously, Bella could get hurt or even lost or killed by some crazy accident.
You need to take a stand on this one. Tell her NO and that's that, she can take you to court if she wants, but at that point I'd stop paying anything for her
