I don't know how you could not stop either. I accidently hit a squirrel that ran across the road and was so upset you would have thought I hit a person. So I could not imagine not stopping for a dog and seeing if I could get a address off his tag or doing something. Hopefully the dog is safe at home or at least I can pray he/she is.
