It would be their word against yours. Neighbors lie about neighbors all the time.
You could tell them that because the dog is blind it is at your house cause it gets upset when it is without the other dogs. But the fact is, it is not your dog so the most they could do is to tell you that it cannot live there, which they would first have to prove that it does.
The catchin comes before the hangin.
