Phoenix is still a puppy at 8 months and of course Felicity is a young puppy. They do have puppy mats and some will continue to have them until closer to a year old. Your problem may be a combination of puppy mats, and them playing.
You may just have to be diligent about combing out everyday if you want to keep them in full coat.
I have a dematting comb (comb with the teeth that move) and that does help with matting, also I use cornstarch to help remove the mats.
They are both adorable babies!
