The yorkie standard says that weight must not exceed 7 pounds, while the Maltese is said to be under 7 pounds, so theoretically, the Maltese who weighs 7 pounds would be over standard while the yorkie who weighed 7 pounds would be within standard. You could conclude that this means that the yorkie is bigger, but that would be a poor conclusion. I'm not aware of any stats on average, and there is much variation within the breeds.
