  I do not think it is unprofessional at all.  If the dog can be fixed and the OP cannot afford the vet bills, then what is wrong with offering to take the dog and give it the medical care that it needs? 
Would you not prefer to think that your dog is now living a happy life and get the best of care? 
What I don't believe is the first vet telling her to have the dog put down if indeed the dog could be healed.   
But I'm not sure if the vet suggested that or if the OP decided that would be the best option since she did not want the dog to suffer and could not afford the care. 
And then upon  examining the dog, the vet decided that the dog was not critical and since their job is to heal and not to destroy, he offered her a better option. 
I feel very bad for poor Stormy, and I hope the OP makes the right decision for the best interest of the dog.
