I agree with what everybody has said . Your neighbor has a loose screw. PLease report her to animal welfare. At least save the poor little Shih Tzu's. Some people acutally use smaller dogs as bait dogs to teach bigger dogs to more aggressive and violent. This could be what is going on here. ANd my fear is that the German Shepard might be used as a fighting dog. If so there are many illeagal practices going on . YES, stay away from those people.
