They make washable pads that are thick and would be hard to tear up that you can use instead of the throw away ones. I would start her on the washable pads on the weekend when you are home and reward her greatly every time she uses it.
Provide soft terry cloth squeaky toys for her to chew on, and reward her with treats for chewing on them when you are home on the weekend too.
