Wow. How stressful this is! I am just now seeing this thread, and I am so sorry about your baby!!
The one thing that keeps popping into my mind is Atlantoaxial Subluxation. Although she is much older than they usually are when they present the symptoms, but it always could be a possibility. Most vets aren't well-educated in this disease, but it may be worth it for you to do some research and be armed with the information should all your tests be inconclusive.
