I think it requires a prescription because the only want it be sold through vets, whereas like frontline and advantage can be bought at most petstores. It is inconvenient though. I just bought a box for lacy and rylie. It's warm here again so I know we need to start it soon. I've been hearing great things about it. I would call and ask the company about your dogs being under 5lbs
