I had this happen to me last week at walmart, they charged me twice for eyeliner. But in all fairness to Walmart, when I got home and seen it on my receipt the double charge I called and the next time I was in there I received a refund. I think that when you have a machine scanning the items, machines mess up and make mistakes, I think it is accidental, not intentional. Be a careful consumer and pay attention to what is being rung up. I also got charged for 4 shirts at Fashion Bug on Saturday and only had 3-I caught that one also! gotta stay on your toes sometimes!
