No matter what the reason, your poor puppy now has a dog bite on record with the state. I think they were just trying to minimize it.
I am so worried your poor puppy will be traumatized whenever he has to go to the vet from now on. I still can't believe they would fight with an eight pound puppy for 45 minutes without just slipping a muzzle on him and getting the bloodwork over with.
