Your puppy is only 10 weeks old, so don't expect miracles at such a young age. Just be consistent. Peeing on it will come more natural, pooping on it will take abit more time.
I lived in Texas and I understand about the radical weather changes. I much preferred my dogs to be piddle pad trained. Not only the weather, but, hawks and and other wild animal life. Just never felt safe with letting them out.
