The last paragraph says: "Charging them with cruelty and neglect under the Criminal Code is one possibility, she said. There is also the new provincial act, which lists offences for allowing animals to be in distress and not providing a standard of care. Coulter said the maximum penalties for that includes two years in jail, a $60,000 fine and a lifetime ban on animal ownership."

I hope they use that maximum penalty. Those poor animals! That's beyond heartless, that is evil.
