I've always placed the cat bowl on higher ground because my late shihtzu gets pretty sneaky when it comes to food of any kind. I just had to make sure it was either on a shelf or table where there are no chairs or "boosters" of any kind nearby that she can use as a lift to get to the kitty bowl.
Now, you might want to think about how you're going to feed your new yorkie when the cat might want some of the dog's food.
