Put a very light weight leash on in the house and let her drag it around. Only do this when you can supervise but do it as much as possible. When she gets comfortable dragging it around, pick up the other end and see if she will walk with you. If she stalls, and this sounds mean but it is not, go ahead and drag her a few steps. She will eventually start walking on her own. Reward her with a treat when she gets it right. Consider a very special treat, something she only gets when leash walking, like a piece of cheese or hot dog. Something "nasty good" as my puppy school teacher would say. Good luck!
