This all sounds to me like a serious thing that needs veterinary attention ASAP. It could be allergies, mange, fleas or many other different things.

Until you have a professional answer and help you can put a shirt on him and little booties made from garden gloves (the ones that have little rubber dots on it.) Cut the fingers off and fix the 'booties' on his feet with either elastic band or double sided velcro...

What are you feeding him? Some dogs are allergic to chicken, wheat and/or corn in their food...
