How do I know if its collapsed trachea?

Rocky sounds like a goose sometimes. But he does it at times of displeasure. Say if I am eating and he wants to have a little bit of my food. AS soon as he gets its he is fine again.
It doesnt happens outside when we go out. It almost sounds like his nose is stuffed.
