Poor little Guy!!! I'd ask the family if they'd give him to you!! If not call Aniaml Control,The Police, The Local Humane Society, The Local T.V. Station, Local Newspaper... Whatever it took to get poor Chico away from this kind of ABUSE!! Using a heavy chain to restrain a small dog is Abuse! Take pics of this and go @ night and see if he's out there and does he have something clean to sleep on and protection from the elements! i.e. a dog house of some kind Does he have food and water visible and is it clean?? This is so sad... Some how get him away from those people!!! They don't deserve to have any pets. I wonder how they treat their kids?? Makes me shudder to think about that one!!!
