I agree that training starts from square one.
Did you start crate training or xpen. And take them out each 45 min to one hour. If they pee and poop then they can play for a while but back into the pen. Then outside again. Baxter hasn't had a accident in the house since 4 months old ( in know I was very lucky) Good luck!! But one should learn from the other. If that is a help
