I was going to suggest that also. Put some of his own urine on the pad, and be patient, he will get it. Also, when you are home, take him to the pads. He will eventually learn to go outside when you are home and on the pads when you are not. I have three trained this way, if they have to go when I'm not home, they have a litterbox with pads in it. When I am home, they mostly go outside.
