It sort of does depend where you live. Some states like Michigan are having a huge problem with it and the disease can cause kidney and liver problems and death. For larger dogs in MI who spend a lot of time outside, it is almost necessary depending on if they live by slow moving water or on a farm, etc. It is just so hard with small dogs. I think the vaccine is dangerous for them but vets have got to feel the pressure of, "If I don't give this and the dog gets lepto, I'm going to be sued...". I really can see why some breeders would say not to and why vets would say that they need to go ahead with it. It should really be up to the owner and based on what they are comfortable with.
Personally I am 99% sure that no small dog of mine will ever get it again.
