Are you sure the brush isn't hurting him? Dogs don't necessary whine if something is hurting them. Do you use a pin brush? If so, brush the pins along your arm, they shouldn't feel scratchy, remember there is a difference between "pain" and "discomfort." While you might not be actually causing pain, you may be causing discomfort. That said, Yorkies are stubborn, and seem to have a mind of their own.
