My boys are 3.5 years old and still do not have full run of the house when Im at work. Sometimes if I run to the store for 10 mins I won't put them in the gated kitchen but even then, the doors to the bedrooms and bathrooms are closed. I just a) don't trust them and b) feel more secure knowing they are safely in a place in my house meant for them that they cannot get hurt in while I am out or at work for hours.
