I know exactly what you mean! I think it's just an inbetweeny sort of phase of growing a puppy's coat. My Maisie is now 8 months old nd this still happens a bit. I know some peeps use some sort of gel but I've not tried it so afraid I cant recommend any! I buy small hair elastics from my locoal chemist or on line boutiques. The other place you can get them is a Dentists as they use a perfect size band for Orthodontistry.

The eye gunk is pretty normal I believe, just clean her eyes when she gets it. Use a moistened piece of tissue/towel and gently wipe it away or use a fine combe to combe it our once it's soft from the water on the tissue. Just make sure it's softened before you combe or it could hurt her.
