I've found it effective with my two males to give them a "target" to pee against. I use one extra large pee pad on bottom, and a small one on top (in center). On the small one I place a plastic 2 liter bottle filled with pebbles. They pee against the bottle, and if they step in it, they walk onto the larger pee pad. Less of a mess on the floor.

After they pee, I fold the pee pad over itself so they always have clean spot, and don't step in pee next time.

It's worked pretty well so far.
