This is true. I went through a phase with Thor where he peed inside every day, sometimes more than once. I was taking him out every few hours, but he seemed to have no compunction about it whatsoever.

Now we're probably averaging 3-4 days between accidents. It is super frustrating because I penned both of us in my living room, figuring it would take him 3 weeks to get fully potty trained, and I'm pretty sure it's been 6 weeks so far, with probably another 3 to go. Also, I'm slowly letting go of my dream to allow him off-leash in my office building. Now I'm dreaming about letting him off-leash in my office.

BUT, back to my point, that as slow as it is, there is progress. Thor had no idea why I kept putting these big, puffy squares of paper on the floor, and now he knows to pee on them. Well, he knows to pee on the one in the living room. He hasn't peed on the one in the kitchen or bedroom. But still! Progress.
