Illinois. SB 139 Animals-Torture-Not Dock/Crop
Introduced by Sen. Terry Link (D, 30) SB 139 would remove the ability for veterinarians to crop ears or dock tails of any animal unless a medical reason exists.
TALKING POINTS
The language is unclear whether preventive reasons, i.e. preventing future injury in thick brush in the case of hunting dogs, qualify as a medical reason to allow tail docking.
The proposed law is actually unenforceable as there is really no way to determine if dogs were cropped/docked prior to passage. This is especially true in the case of rescue dogs where no history is available. Passage of this law would make it impossible for out of state visitors to bring cropped/docked breeds into Illinois for trials or shows.
