This bill will hurt responsible owners and breeders of pets. This bill states that anyone who owns three (3) females with the purpose of selling offspring will be licensed and inspected. It will require all breeders to comply with expensive standards in the bill and will force ALL breeders but commercial breeders who are already licensed by the USDA and under the Illinois Animal Welfare Act to shut down.
