The breeders scale may not have been accurate and the actual weight of the puppy at 7 weeks was probably more than what her scale showed. Also the vets scale could be off some too depending on the kind of scale they are using. I know I talked to a friend recently and she had taken her puppy to the vets and they kept weighting her and getting different readings each time, varying between 1 1/2 to 2 lbs. A puppy can change a lot in a week. The muzzle and facial features do start start changing a lot between 6 weeks and 12 weeks. The only way you would know for sure would be to go see the other puppy if it means that much too you. I do hope you love your new puppy with all your heart regardless of her size.
