That isn't too uncommon. It is called bilateral cryptorchidism. Because his risk for developing tumors is higher, it is probably safest for hiim to be neutered. The only difference between this and a regular neuter is that the vet will most likely need to go into the abdomen. It is just closer to a spay. Everything should be fine but the correct anesthetic protocol should be followed. He should not be bred with this issue.
Depending on your vet's opinion, you may be able to wait a bit longer to see if they drop.
