I guess what I meant is if they just talked to the owner instead of taking the dog. In my area we don't even have animal control, so nothing would happen. If your pet gets lost...too bad! You have to hope that the person who finds it either see's signs you've posted or drives them the 1hr trip to a neighbouring city with animal control.
