I had a cat (she was a feral kitten) who used to suck the end of her tail and it got like this...she ended up needing the end of her tail amputated. He needs to see the vet right away to make sure it isn't something dangerous to his health and if it turns out he is causing the problem, getting his tail wrapped so he can't get to it while it heals.
