I would think it is more that they shelter is so overwhelmed with dogs that they have assigned a specific person to deal with rescues. There's a lot of work to get a dog out of a shelter with paperwork etc. The person answering the phone probably just doesn't have the information that we need. This seems like a
HUGE shelter with a lot of animal. If you go onto petfinder they have 4 or 5 pages of dogs of all breeds in their shelter all at different lengths of time they have been there. The entire process is just very sad.
