I know that noone has answered your original question...and sadly I don't know the answer either.. However the first step I would take is contacting your local Animal Shelter or Animal Control...Asking them what is the appropriate steps or actions...I'm sure they should know the answers!!! If they don't they should be aquainted with someone you can get in contact with that will.

Also it is true that you don't have to spend thousands and thousands on that perfect yorkie...you should be able to find a reputable breeder that will sell you a yorkie for the amount you have to offer. Just keep searching..
