Update: Thor peed on the pad today and received both lavish praise and yogurt. I got optimistic and let him out of the living room for approximately 30 seconds, which he used to pee in my bedroom.
I did manage to catch him in the act and put him on the pee pad, though of course he acted like he'd never seen it before. Two steps forward, one step back, I guess.
