She waited until he was past the real fragile young stage. I think she is right to look out for the puupy....someone who wants a guarantee that the dog will remain small want an "adult". Some breeders like the one femistvr recommended on here once, Yorkmont, I think, wait a year to guarantee size and health. I don't think it is a thing to criticize but rather celebrate...she is investing her time and attention and money into the dog so someone else gets a healthy well-adjusted dog guaranteed to be small.
