Most stains are caused by mineral deposits, and can be removed rather easily by things that dissolve the minerals such as vinegar, or Lime Away. However, if you use too much Lime Away, you can "etch" the porcelain as well. Always use the most gentle thing you can to remove stain, don't go to the next level, unless you have to. Among powdered cleansers Bon Ami is said to be the gentlest, but if someone has already scratched the surface, you might have to step it up.
I love Bon Ami- I use it all of the time for so many things but I doubt it's going to do the trick in this instance. You're right though, start at the bottom and work your way up.

Have you tried chlorine bleach? I hate to even suggest it since I just posted a question on how to get away from it but it's never let me down with stains.

eta: I did suggest the pumice if all else fails. Maybe I wasn't clear enough?
