It doesn't look normal to me either. The ice will only help with the swelling, but won't do anything for what is going on underneath the skin. And I can't tell where his stitches are, what are they made of and are they underneath the skin, on top or both. If he was stitched underneath with dissolving, he could have jumped and stretched it and it pulled away from the tissues and made it bleed. The other would be an infection. I know that if people get a blood infection it makes red streakes , but that's not what that looks like. It looks more like he had blood underneath and it created bruising or hemotoma. Whichever way the vet did all this, the best thing to do would be to go to the vet. Let us know how he is doing and what the vet says. And didn't the vet give him pain medicine when they neutered him? That poor baby boy.
