Penny was 8 weeks when I got her...young ..I know.....(received her for my birthday) they don't respond to a whole lot at that age... But I spoiled her so much...carried her around all the time...Peter is young...you can pretty much mold their personalities ....But at that age a lot of cuddling and carrying will help him be loving....(Penny slept in my bed from the beginning)...I think spoiling her made her the loving dog that she is today...I didn't rough play with her until she was older....and used to us....
It takes awhile to get used to new surroundings...Hang in there...It is worth it...
