I mean obviously if you are looking for a job as a doctor or a computer specialist or whatever, you need a degree. If you are speaking to those who are deaf, you need to know sign language. That's a given.
I can see where you're coming from and it is certainly descrimination if they aren't requiring their new hires of hispanic heritage to speak English as well as Spanish. But since many of their customers are probably Spanish speaking, I think they are within their rights to be looking for bilingual employees as long as that standard is applied equally to all candidates .
