Are you saying she has access to all 5 rooms alone for 6-8 hrs? That's WAY to much area for a 13 week old pup. Start with a much smaller area at first, (crate or x-pen) and only increase as you are sure she is aware of where the pad is and is using it exclusively in that area. Otherwise, you are going to be getting pee everywhere, and she will be so confused, you'll have a very hard time housetraining.
